BACKGROUND
Located in the City of Plainview, Hale County, TX, SH 194 between FM 3466 and IH 27 is a 4-lane undivided urban roadway with a two-way-left-turn lane. Five signalized and numerous unsignalized intersections are located within the project limit. A BNSF railroad track parallels SH 194 from Quincy Street to the end of the project. Numerous driveways abut SH 194 on both sides of the roadway. A university and two schools are located within the project limit. Sidewalks are present on both sides. However, there are gaps in sidewalks in some locations and some of the existing sidewalks/ramps do not meet the current standards.
PROJECT FEATURE
The project includes reconstruction of pavement with asphaltic surfaces. Existing curb ramps would be upgraded per the ADA standards and new sidewalks would be installed at several locations to fill the gaps. Existing signals at five intersections would be replaced with new mast arm signals. Additionally, illumination would be provided for the entire project limit.
RELEVANT SERVICES
As the prime provider for this PS&E project, infraTECH’s responsibilities include project management, project management, detailed engineering analysis and design, preparation of plans, specifications, and estimates, and support during construction for this project. infraTECH supported State with the RR agreement. infraTECH also supported State to coordinate with the City of Plainview on waterline relocation and help with the reimbursement agreement.
“On every milestone submittal of SH 194 project, infraTECH team submitted quality plans on time after proper QA/QC. They were working on other concurrent assignments, but infraTECH team were always proactive and available in solving SH 194 concerns and issues. infraTECH not only managed their own people very well but showed very good management and scheduling for the sub-consultants they had working for them. The collaboration between them and working with TxDOT and municipal personnel, that were involved in our project, was first rate. Lubbock District Design and myself are very satisfied with infraTECH team’s professionalism, work quality and “can do” attitude to successfully complete the project.”
