BACKGROUND

Jackson Road (FM 3362 and FM2061), in the cities of McAllen and Pharr in Hidalgo County, is an important road connecting both cities with Bus. US 83. This project involves widening Jackson Road between SH 495 and Hall Acres Rd. The planned improvements include widening the existing two-way two-lane road to a two-way three-lane road, featuring a raised 16-ft concrete median and a 10-ft shared path on each side, over a 3.15-mi stretch. As a result of these improvements, the peak flow to the drainage network beneath the road is expected to increase.

PROJECT FEATURE

infraTECH served as the H&H Lead for this schematic project. Despite Jackson Road intersecting several waterways and having disconnected drainage systems, increasing the discharge at any outfall was not recommended. Therefore, the design options excluded a complete upsizing of the entire existing storm sewer pipes to accommodate the increased flow. Additionally, detention ponds were not preferred at this location. As a result, infraTECH recommended employing in-line detention conduits to manage the peak flow at the outfalls.


Seven major drainage networks were identified and analyzed for both existing and proposed flow conditions for the existing storm sewer conduits. Afterwards, a preliminary drainage network design was proposed to limit the flow at the outfalls to match existing flows, ensuring that inlets and manholes remain free from flooding. The overall design involved incorporating in-line detention, upgrading upstream conduits as needed, and, at times, downsizing the outfall pipe to facilitate in-line detention.
